Judy Harris Kluger

Judy Kluger is the Chief Executive Officer of Sanctuary for Families, New York’s leading service provider and advocate for survivors of domestic violence, sex trafficking, and related forms of gender violence.  She has led Sanctuary since 2014 after 25 years as a New York State judge, ultimately serving as Chief of Policy and Planning for the New York State Unified Court System.  In addition to overseeing roughly 300 problem-solving courts, Judge Kluger was responsible for the implementation and oversight of New York’s Human Trafficking Intervention Courts and integrated domestic violence courts.  At Sanctuary for Families, she has expanded programs for survivors, including economic empowerment.
